Samantha H. Ramsey

State Bar Number 230862

Samantha brings a unique background to Ramsey Legal Services.  Before her legal career, Samantha taught United States history and language arts just east of Sacramento in the Folsom Cordova Unified School District.  During her last years of teaching, she put herself through Lincoln Law School of Sacramento and was admitted to the California State Bar in 2004.

Samantha went on to gain nearly ten years’ civil litigation experience, in both the private and public sectors.  She has represented individual clients both in private and commercial capacities in general liability matters and complex litigation around construction defect.  Following her early years in the private sector, Samantha found her way back into public service at the Department of Justice.  As a Deputy Attorney General, Samantha practiced constitutional law, trying cases to juries in The Eastern District of the United States District Court based on conditions of confinement in the California Department of Corrections and Rehabilitation.

Samantha’s experience litigating constitutional claims extends beyond the correctional setting into the areas of Health, Education and Welfare, where she represented multiple state agencies in actions involving civil rights of Californians and the responsibilities of government in protecting those rights.

A firm believer in Alternate Dispute Resolution, Samantha’s mediation experience spans her entire career.  She has represented parties seeking effective and efficient resolution in the mediation setting, both formal and informal; she’s achieved positive results across a myriad of practice areas, in distinctly different contexts, including: the insurance defense settlement realm, within the California prison system, among educational entities around teacher discipline and student rights, and on behalf of the Department of Public Health against nursing homes cited for civil rights and Health & Safety Code violations.

Most valuable of all, Samantha gained experience in the mediator role herself throughout the spring and summer of 2012, working side-by-side with her father, the great Joe Ramsey, as he resolved no less than a dozen cases in the last five months of his life, the last of which four days before he drew his last breath.  A better example and teacher of effective, devoted mediation cannot be found, as Samantha became substantially involved in creating settlements, including a complex probate/family trust matter, two medical malpractice cases, and premises liability action with a workers’ comp component.
